Do I inactivate the insurance if the same insurance level changes from secondary to primary or vice-versa?

If any claims are submitted for the particular insurance company, it is required to end-date the insurance and add a new one with updated coverage information.

If the claims have not been submitted then we can manually change the coverage from Primary to secondary or vice-versa
